The Board members discussed the Community meeting on June 29, 2019, and specifically the reaction to the Board’s endorsement of the Billy Bishop 2018 Master Plan (BB Master Plan), contained in a letter dated June 19, 2019 letter (June 19 letter).
There was a discussion on how to proceed going forward and ideas proposed included withdrawing the June 19 letter or releasing another letter to clarify the Board’s position.
It was agreed that further information needed to be provided by the Board.
The July 31 Community Meeting will focus primarily on the Billy Bishop Airport 2018 Plan with a presentation by Bryan Bowen/City of Toronto, and a discussion of the scheduling of a Delegates’ Meeting at which SLNA policy regarding the Airport will be determined.
Accompanying the Agenda will be various documents including the June 19 letter.
Policy Documentation Discussion
The Board made specific inquiries concerning the SLNA’s policy position regarding Billy Bishop Airport prior to sending the June 19 letter which did not elicit any specific SLNA positions taken in the past.
After the June 29 Community Meeting, the Board was provided with a copy of a motion passed by delegates in June 2013 (June 2013 motion) which dealt with the specific issue of the expansion of BB Airport. The Board was also advised that the SLNA had a longstanding policy of remaining neutral on all other matters related to the BB Airport
The June 2013 motion is the only written documentation of the SLNA’s policy on the BB Airport.
The longstanding policy of remaining neutral on all other matters is not documented and appears not to have been the subject of a motion.
It was agreed that all policies of the SLNA should be written, collected in one place and readily available for review.
It was suggested that delegates should be canvassed to assist with the policy documentation project.
Canada Day expenses totaled $4,269.05, with $1,350 received from sponsors and a grant of $750 from the federal government.
Space Funds totaling $8,150 were allocated as follows:
Glenn Hutzul: $500 to set up a tour of condo gardens in 2020
Jammii: $4,000 to fund the first year of a proposed three year program of cultural events
Heritage Committee: $3,400 to fund the purchase of plaques to be placed on lesser known houses and buildings of historical significance
St. Lawrence Community Centre Seniors Group: $250 to pay activity fees for seniors who cannot pay
The Board will be setting up quarterly meetings with Councillor Wong-Tam.
